Yes, typical LabVIEW behaviour, but I think you have a good approach in isolating the problem. Just keep going.

I sometimes have notice that LabVIEW needs a lot of RAM memory in order to build large projects. I typical recommend >= 8GB even for 32-bits LabVIEW. LabVIEW tends to consume a lot of RAM during building process.
