FRC Driver Station on Netbook

We have a dedicated Netbook for driver station, which has no other software installed.  When driver station starts the CPU goes to 100%, even when roboRIO is not connected.  The Netbook has Windows 7 OS and firewal has been disabled.  Before installing new driver station we un-installed the old version.  Our netbook is 3 years old, do we need to upgrade to newer PC?

Make sure any Virus scans or anything else that happens in the background are turned off. It can make the netbook go way up and affect driving.

There are no other softwares or utilities running on the netbook.  We had Axis Camera utlities, they have been removed.  There is no antivirus either.  Windows firewall has been disabled.  Checked the task manager to see if there are any processes other than driver station, did not find any.  Windows 7 updates were applied before new driver station was installed, we check for new updates.
