What do the lights on the roboRIO do when you boot it into safe mode?

It only turns on the green power light and the status blinks red.

Blinking continuously (not in a pattern of threes) means an invalid state.

Can you try to do a factory reset as detailed here?

follow the complete instructions for resetting. 

the status led stays solid and after a few seconds it starts blinking continuously again. I turn off and remove the usb. I connect again to the PC and Roborio USB recognizes it, however when starting the wizard the following error appears. with the previous team number

That sounds like you're missing a dependency on your system.

i repeat everything from a clean install on another computer. where the frc tool only recognizes the river when we press the reset button. In the same way with the file to prescribe the card to the factory with the USB, the status light is kept on in red, after that it begins to blink continuously. We restart as the instructions say, but the RSL led is the only one that remains lit in red.

I think from the description that the USB reset is failing.

We can either:
1) Try other USB drives to try to find one that is successful.

OR

2) RMA the device.

Which option would you prefer for now?
