Allow VISA to have a separate read and write timeout

Currently VISA only has a single timeout value and there are use cases where a different read and write timeout is required. Today you need to constantly modify the timeout between each read and write. It would be prefered if these timeouts could be set independently.

Interesting idea. I can see why you might want to do this, though I think the situations would be rare. However, this is not a LabVIEW issue, as it's a VISA issue. True, there would be a necessary consequence if it gets implemented, but it would need to be done in NI-VISA.
