Other than the local variable, LV 2013 also added another primitive which allows updating the value of a control using an index without going through the UI thread. In practice, this is relevant mainly if you want to do the update in a subVI or if you want the error IO.
Get Control Value By Index and Set Control Value By Index are the primitives Tst is referring to. They are in the Application Control palette.
