Right click - 'Insert', should always show 'Build Array' and 'Unbundled and Bundle Cluster' functions

When we are 'Right clicking on any wire, the 'Insert' new function, the menu should pop-up with 'Build Array' and 'Unbundle and Bundle Cluster' functions all the time.

Now the menu is popping up with some relevant palette short-cut. But the build array and bundle cluster functions are common to all wires/data type.
