Snippet Palette in Block Diagram

Populate all snippet captured in function palatte for reusability

There's a Quick Drop keyboard shortcut somewhere on this site which allows you to select a piece of code and automatically create a merge VI out of it, which is in the palletes. This isn't the same as having the snippet itself visible in the palette, but it do at least some of the work you probably want here.

jcarmody: the QD shortcut is a useful workaround, but the idea is still a good idea on its own.
