In the documentation (http://www.ni.com/documentation/en/ni-package-manager/18.5/manual/instructions-xml-file-packages/) under 'Arguments' it says that you can use "Root Paths" to pass into your custom execute.
I used "Temp" with the hopes that it would provide my custom execute the path to the Temp folder created for this particular package. Instead, though, the path is
c:\Users\<myuser>\AppData\Local\Temp\NIPackageManager
Is that intended?

Hi rdcarre11,
It is intended since what you are saving is a package that is downloaded from NI Package Manager. It will create a folder in order to keep your downloads from the Package Manager in one folder.

NIPM creates a Temp folder for the package as it installs. Using "Temp" as a root in the <Shortcut> element will point to that temp installation folder, not the NIPM temp folder. I was hoping that the Arguments section here would do the same. Are the two things, CustomExecute and Shortcut elements really processed differently?
