complex merging arrays

Hi,

I've attached a picture, because it's difficult to explain, but i want to merge 2 2D arrays but in a way that the empty spots become zero's, is there a special array VI for this? See the drawing:

I have a feeling that there might be a better way to do this, and this might end up in the Rube Goldberg thread...
