Navigate to the menu in the order "Menu > E: "I/O Menu" > 5: Language > SCPI". Scrolling through the menu is not intuitive so you might need reference the tool's manual. 

 

The errors originated from within the VISA VI due to the GPIB command not functioning, not directly from the Angilent E3631A.
