Unfortunately, that did not create a MSI log either. That error of 1603 during install is generic, and can indicate one of many problems. It is most likely a problem specific to that machine, so my only suggestion is to try a different computer. Sorry I wasn't able to fix this!

I just upgrade to NI Package Manager 2022 Q4 on Windows 11. No problem during upgrade.

It works fine on Windows 10, too, and is what OS most customers use today. Your error is likely a problem with either that one system, or there is some IT policy or aggressive anti-virus blocking.
