"wait until done" doesn't appear to be working

I'm attempting to open a sub-panel from my main panel to act as a settings window.  When this second window is open, I need the main (calling) window to remain active.  I've tried setting the "wait until done" property of "Run VI" to false, but it's not working.  I'm attaching some sample code in hopes someone can figure out what is happening.

Your sub vi appearance is set to dialog which will make your sub vi run at the top level so you will not be able to access your main vi. Try to set the vi appearanvce to floating and check it. Actually you haven't used any sub -panel thats why it pops-up outside.
