Well, we had somewhat of a "eureka moment". After exhausting all of your collective suggestions with no success, we swapped the circuit board for an identical replacement... and of course, the LV code works just fine. I have attached a small file showing the output, and it is indeed what I had been trying to achieve.
So, we have the COM issue to address on the original board, but at least we can now get some usable data regarding the original instrument problem.
I'm a long time (though infrequent) user of LabVIEW, and I find this forum to be indispensable. Thanks to all of you experts who are willing to assist with comments, suggestions, and most importantly your time.
