Hello!
While I'm not 100% familiar with the application you're attempting to create, it is possible to run a real-time executable on an NI Single-Board RIO, allowing it to run independent of a host PC. You can also create an application on your PC that will perform network communication with the sbRIO.
To create applications (for the PC or sbRIO), you'll need the LabVIEW 2010 Professional Development System, as well as the LabVIEW 2010 Real-Time modules. Depending on your application (and wether or not you want to perform FPGA programming, you may also need the LabVIEW 2010 FPGA Module.
Hope that helps!
