Picture menu based UI

I'm interested in a basic UI which will be as graphical as possible.

The function of my desired UI is to

(1) Master user runs application and creates an account for a minor user, uploading a picture of them if available and filling in details about them (name, age, weight, height, whatever..)

(2) The minor user is then added to a database of users

(3) When the master user uses the application again, he can select a minor user from a menu with the minor users pictures (as obtained from (1))

Note: The master user could be say, an employer and a minor user an employee

I'm wondering if anyone has done anything like this before and could give me some advice. Would it be quite a significant undertaking? i.e. pictures would have to be resized and formatted etc.
