Using all those images in your picture ring takes up memory. A simpler way to do this would be making a gif. You can put your gif on a transparent boolean so you can control when it is being shown.
Another way you can handle animating an uploading image is taking one image and rotating it. This discussion, http://forums.ni.com/t5/BreakPoint/LV-Picture-Control/m-p/230351#M748, shows how it can be done. Though with your picture it doesn't work out well but with something that is simpler it will work fine.
