That is correct, we are no longer shipping the PDF manuals with LabVIEW.

However, the upcoming NI Product Documentation Center will have the Upgrade Notes online and also offer the option of downloading it as a PDF.

Unfortunately, there is an issue with the current Beta of the online Upgrade Notes where the new features topic is missing.
