But as long as the serial port from a PC, transfer any character to EK_LM3S8962 board, so that you can receive the "Hello, World!" Strings.

Sorry, this VI program can send the RS232 port data. Should be a RS232-USB driver did not install completely, or PC, RS232 transceiver VI caused.
