Statechart Module: Allow rearrangement of Static Reactions

A state's Static Rxns are executed in the listed order.

Currently, to move a Rxn to the bottom of the list, I need to:

1. Create a new Static Rxn

2. Copy + paste the code from the old Rxn to the new Rxn

3. Re-connect all the broken input/output wires

4. Delete the old Rxn

Proposal: Let users rearrange the Static Rxn list!
