this msg has showing during installing arduino package to labview ,,how i solve this problem ?

You shouldn't be using a 64-bit version of LabVIEW.  The 64-bit version of LabVIEW is made for a very specific puprose which is quite rare.  It also does not support all of the LabVIEW modules and toolkits.

That error is not related to LIFA and is an issue with the connection between VIPM and LabVIEW.  Search online for the error that you are experiencing and you will find some more information.

Also, I'd recommend not using LIFA but using LINX isntead.  LIFA is old and unsupported.  LINX is the new version and can be found at http://www.labviewhacker.com/linx

P.S.  I just did a quick Google search for "vipm could not connect to labview" and got this.
