It has to do with the software release cycle. LabVIEW 2012 will be released around NI Week, so the beta has to be wrapped up in time to finalize code changes and prepare the release. Consequently, the beta program has to close at some point.
The notification of participation will be available next year as well, now that NI is on a yearly release cycle. You can pretty much expect the announcement around the same time frame.
