Hello Again NI Friends:

Reprise, I could build an application but not an installer.

I solved this myself:

1) The issue was not lack of an application builder license;

2) The issue was not .NET 3.5 or .NET 4 related;

3) The issue was not corrupt VIs or a need to mass compile;

4) The "Repair" function for LabVIEW 2009 could not resolve this.

The issue seems to have been installation of the trial version of LabVIEW 2012.  However, un-installing LabVIEW 2012 did not fix the issue.  Interesting symptom: When setting up an installer in 2009, after putting trial 2012 on my system, the 2009 installer section where one adds additional installers such as the RTE was completely blank.

To resolve this I:

1) Un-installed everything NI on my PC;

2) Manually deleted the things the NI un-installer does not remove;

3) Used Norton Utilities 15 to fix the 910 registry errors the un-installation of NI products caused;

4) On a NI free system turned off system restore to purge old restore points then created a fresh pre-NI restore point;

5) Re-installed My LabVIEW 2009 Basic f3 and the f3 patch along with my DAQmx, Serial and VISA packages;

6) Activated my re-installation.

This took many hours but now everything works as it is supposed to.

Perhaps NI might consider issuing a warning about installing trial versions of LabVIEW 2012 on systems where LabVIEW 2009 Basic and the purchased add on application builder must remain functional.
