Problem solved! Went ahead and changed scaling from 100 to 125% and noticed that the problem went away after the recommended signing out of windows. I then returned scaling to 100%, signed out and in again and the problem was resolved.

I would like to reopen this issue. It is true that the problem can be mitigated by going through the steps I outlined but this has to be repeated every time the computer is restarted and that is getting tiresome. I had hoped the LV2017 SP1 update might have fixed this but it does not. As said before, this does not happen with any other app other than LV so it must be something NI could fix...
