The short answer to your question is no there isn't. However we do have something called DIAdem which can be controlled via active X from LabVIEW (you may see some VI's referencing it in LabVIEW 7 Express)
There is a rainflow toolkit available for DIAdem so essentially you could call DIAdem to do the analysis and then pass it back to LabVIEW. Bear in mind that the rainflow method used in DIAdem is not the ASTM standard but the German FVA method.
