I did some further research. Seems like you can only route the start trigger and sample clock using the DIO module. If you want the entire cDAQ chassis to use an external timebase, you need to use NI-9469.

I do not understand. Why would I need the NI-9469 if I have only one chassis?
I think that your first idea is sound, can I ask you why it should not work ?

Technically, you are using more than a cDAQ chassis, one cDAQ + external board.
Using the sample clock synchronization, you are limited to only one sampling rate. If you want to run multiple modules at different sampling rates, you need to synchronize the clock at a lower level, at the timebase level. See the following figure for the derivation of different clocks.
