Hi Kamal-
Is your cDAQ-9191 connected to a wireless network? Is it working properly otherwise from the LED behavior that you are concerned about? Please describe more about your situation and issue to allow for more specific troubleshooting.

Cdaq 9191 devices were not detected in MAX ,, I used LabView 2019 and NI DAQmx version 19.1. why?

Hi Kamal-
NI-DAQmx 19.1 is all that should be needed to detect the device.
How is your cDAQ-9191 connected to your network? You will want to first connect it over wired ethernet to the same network subnet as your PC if it has not already connected to a wireless network on the same network subnet as your PC. Then, you should be able to discover the device in MAX or access it directly via the web interface of the device. From there, you can enable and configure wireless networking on the cDAQ-9191.
