xinetd on PXIe Linux RT - OPKG Install Fail - help?

I need to install xinetd package on my PXIe-8840QC running Linux RT.

Looking over the repository package list my system that the IT dept created when they commissioned the PXIe to run Linux RT for PXI following NI instructions for commissioning offline system, I see:

~/19.07/x86_64/packages/xinetd_2.3.15-5_x86_64.ipk

They grabbed the ALL the Linux RT for PXI packages from the NI hosted repo in case I needed anything in the future

When I run opkg install xinetd_2.3.15-5_x86_64.ipk I get the following error:

Collected errors:

 * Solver encountered 1 problem(s):

 * Problem 1/1:

 *    - nothing provides libc needed by xinetd_2.3.15-5_x86_64.ipk

 * Solution 1:

 *    - do not ask to install xinetd_2.3.15-5_x86_64.ipk

when I went poking around the NI repo online feeds

http://download.ni.com/ni-linux-rt/feeds

I couldn't locate the xinetd_2.3.15-5_x86_64.ipk under what I thought would be the source feed: 

http://download.ni.com/ni-linux-rt/feeds/PXI

But poking around the other feeds I saw 

http://download.ni.com/ni-linux-rt/feeds/2019.1/x64/core2-64/xinetd_2.3.15-r2.154_core2-64.ipk

which also had 

http://download.ni.com/ni-linux-rt/feeds/2019.1/x64/core2-64/xinetd-dbg_2.3.15-r2.154_core2-64.ipk

http://download.ni.com/ni-linux-rt/feeds/2019.1/x64/core2-64/xinetd-dev_2.3.15-r2.154_core2-64.ipk

with it...

Would I be able to get an ipk from NI with support pkgs needed for the NI Linux RT for PXI so I can get this package install to work?

Was the xinetd_2.3.15-5_x86_64.ipk not meant to be in the repo for the PXI images?  Or am I just missing the dev and dbg packages that should have been there with it?

If it was not meant to be installed, why was it left off the PXI targets vs the other NI Linux targets?

The first referenced xinetd_2.3.15-5 is not the correctly supported version as it calls out libc and not the NI version of libc6

I was successfully able to install:

http://download.ni.com/ni-linux-rt/feeds/2019.1/x64/core2-64/xinetd_2.3.15-r2.154_core2-64.ipk

which also had 

http://download.ni.com/ni-linux-rt/feeds/2019.1/x64/core2-64/xinetd-dbg_2.3.15-r2.154_core2-64.ipk

http://download.ni.com/ni-linux-rt/feeds/2019.1/x64/core2-64/xinetd-dev_2.3.15-r2.154_core2-64.ipk
