Did you make the static VI reference "strict"? (Pop up on it and enable the "Strict VI Reference" option.) A non-strict reference cannot be used with the CBR node.

Yes I did make it strict.  In the image attached one way works and the other doesn't as highlighted.

The static VI reference is a static reference to a single VI -- the real VI. If you wire the static VI ref directly to a CBR, you'll execute the same VI everytime. When you go through Open VI Reference, then you're creating a clone VI each time you go through Open VI Ref.

Use the static VI ref if you want every instance to use the same VI.

Use the Open VI Ref if you want every instance to get its own VI.
